Writ filed at Apex Court against mandatory National ID for social security

Advocate Bimal Pokharel has submitted a writ petition on Sunday challenging the government's decision

KATHMANDU:  A writ petition has been filed at the Supreme Court against the government’s decision to make national identity cards mandatory for social security benefits. 

Advocate Bimal Pokharel has submitted a writ petition on Sunday challenging the government's decision which will be effective at 28 districts from June 6. 

The petition aims to revoke the Council of Ministers' decision, arguing that it could deprive vulnerable groups like the elderly, disabled individuals, and single women of essential benefits, causing fear and uncertainty. 

Additionally, the petition seeks a temporary restraining order to stop the decision's enforcement, highlighting the grave consequences it may have on individuals reliant on social security support for necessities such as food, clothing, and medication. 

On June 7, the Cabinet made the national identity card compulsory for receiving social security allowances. The Department of National ID and Civil Registration of the Home Ministry issued a notice on June 12 to implement the decision. Writ petitioner advocate Pokharel has demanded the apex court to issue an interim order to stop the implementation of both decisions as per Section 49 of the Supreme Court  Regulation 2074BS.
