Committee Instructs Submission of Dalit Rights Bill to Parliament

The Development, Economic Affairs, and Good Governance Committee under the National Assembly has instructed the Ministry of Federal Affairs and General Administration to complete the necessary preparations to submit a bill concerning the rights and development of the Dalit community to the Parliament during its winter session.

Committee Chairperson Kamala Pant stated that the committee is committed to supporting the preparation process. “The committee will submit its homework in the form of a report,” Pant said, emphasizing the importance of advancing the bill promptly.

Chairperson Pant also clarified that the parliamentary committee's role is not to draft laws but to guide and oversee their preparation. She highlighted concerns over the politicization of Dalit issues and urged for a law that prioritizes the community's welfare without being influenced by political motives.

“We cannot allow blind political interference in matters concerning Dalit families," Pant remarked. "The Ministry must take responsibility for drafting the law. We are ready to assist and have already completed substantial groundwork.”

The committee meeting also reviewed the report submitted by its subcommittee, which had monitored the implementation of the parliamentary resolution emphasizing the need for legal provisions for Dalit rights and development.

The committee instructed the government to ensure the bill is finalized and ready for discussion in the next Parliament session. Pant expressed dissatisfaction over delays in addressing the issue, stating, “It is embarrassing that we are still explaining this to the world. The Dalit community deserves action, not just promises.”

The meeting concluded with a commitment to expedite the process and ensure the bill is presented without further delay.
