Washington, D.C. – The International Commission for Dalit Rights (ICDR) has condemned Nepal's Home Minister Ramesh Lekhak and Inspector General of Police (IGP) Basanta Bahadur Kunwar, accusing them of severe human rights violations. The organization has called for immediate action against both officials for their alleged involvement in the illegal arrest and torture of an inter-caste couple from Sarlahi, Satyendra Kumar Ram (Chamar) and Neha Rauniyar.
In a formal statement, the ICDR asserted that the actions of Minister Lekhak and IGP Kunwar directly violate Nepal’s Constitution, international human rights laws, and a recent ruling by the Supreme Court of Nepal. According to the organization, a special unit of Nepal Police, allegedly operating under direct orders from the Home Minister and the IGP, unlawfully arrested and tortured the couple.
"Home Minister Lekhak and IGP Kunwar have grossly abused their authority by orchestrating the arrest and torture of Satyendra and Neha," the ICDR stated, denouncing the misuse of power. The organization has urged the Government of Nepal to ensure the couple's safety and provide them with adequate compensation for the injustices they have suffered.
Additionally, the ICDR strongly condemned the arrest of Dalit rights activist Khagendra Sunar and several other protesters who were detained while peacefully demonstrating in Kathmandu. The protesters were demanding the resignation of the Home Minister and the IGP in response to the case. The ICDR has called for their immediate release and an independent investigation into police officers involved in obstructing the inter-caste marriage and fabricating false charges against the victims.
In its appeal, the ICDR urged the international community and Nepali authorities to take swift action to address these severe human rights violations. It emphasized the urgent need for justice, accountability, and stronger protections for marginalized communities in Nepal.
